No information given when installation blocked by an open package manager

I have searched open and closed issues for duplicates.

## Describe the bug
If you start the installation of a language or the completion of an installation, and a package manager such as Synaptic is open, then the progress bar does not move but no information is given as to why no progress is being made.

## Platform Information
Hera 5.1.4 daily

I'm using the latest released daily version

## Additional context
AppCenter gives a message "waiting for package manager lock" under similar circumstances, which is not ideal but better.

Reproduce the installation or completion flow with Synaptic open and compare it with AppCenter's "waiting for package manager lock" message. Locate the installation progress handling, then make the blocked state explain why progress is paused and verify the message appears when the package manager lock is held.
