Changing scaling displays confirmation without applying

### What Happened?

When adjusting the scaling for low and hi DPI selecting an option does not apply it but does display a confirmation. Only after clicking Apply does it apply, also with a confirmation to keep the settings.

### Steps to Reproduce

1. Change scaling settings
2. Note the scaling is unchanged and the confirmation dialog; keep setting
3. Click Apply
4. Note it now applies the scaling setting

### Expected Behavior

In my mind nothing is _actually_ applied to my desktop until I click Apply. This lets me fully configure and position my displays how I would like and then have the changes occur all at once.
