Display settings: toggle snapping on and off

### Problem

Here is what I am trying to achieve:

And because monitor previews automatically snap to each others, I cannot do more than:

### Proposal

It would be nice if that snapping behavior could be toggled, or even better, if I could snap to other monitors only when approaching, but this resistance could be "released" if too far apart.
