Description
### Problem
Auto time zone setting comes from GSD currently (I think) and it sends ugly notifications with broken buttons
### Proposal
Handle it ourselves so we can send nice notifications that:
* Are under the system settings header
* Launch Date & Time settings
* Have a notification ID so they replace each other
