Automatic reconnection of disconnected BT device

Summary:
I just installed the new "switchboard-plug-bluetooth" on Loki. When disconnect my already connected BT mouse it immediately reconnects by itself.

Steps to Reproduce:
- pair and connect a BT mouse
- use it
- open "System Settings" -> "Bluetooth"
- click the button "Disconnect"

Expected Results:
The mouse should disconnect and stays disconnected.

Actual Results:
- the mouse gets disconnected
- after 2-3 seconds it automatically reconnects
