User list reports user as "logged in" when tty session exists

### What Happened?

User list reports user as "logged in" when tty session exists (e.g. you logged into user in tty, without graphical interface)

### Steps to Reproduce

1. Open tty1 (Ctrl + Alt + F1)
2. Log into some test user
3. The user is now "logged in"

### Expected Behavior

Match Greeter behaviour and show "Logged out"

### OS Version

8.x (Circe)

### OS Architecture

amd64 (on most hardwares)

### Session Type

Secure Session (Wayland, This is the default)

### Software Version

Latest release (I have run all updates)
