The message dialog about unavailable onscreen keyboard blinks when moving the cursor

### What Happened?

Moving the cursor when the message dialog about unavailable onscreen keyboard on Secure session causes the dialog itself disappear in a short period and appear again.

### Steps to Reproduce

1. Open Quick Settings
2. Click "Onscreen Keyboard"
3. Move the cursor on or around the dialog
4. See the dialog blinks

### Expected Behavior

The dialog should not blink.
