Session Dialog doesn't always show updates option

### What Happened?

Sometimes the session dialog seems to get out of sync with the settings daemon about the availability of updates


### Steps to Reproduce

1. Use automatic updates and have some updates available
2. ???
3. Sometimes session dialog doesn't show option to install updates

### Expected Behavior

Session dialog should always be in sync with the settings daemon about the preparedness of updates

### OS Version

8.x (Circe)

### Session Type

Classic Session (X11, This is the default)

### Software Version

Latest release (I have run all updates)
