"No Photos found" when only using raw photos

Description

I've been taking all my photos in RAW+Jpeg for years. Shotwell used to mix them pretty well in a single category showed at startup. But in the recent updates of pantheon-photos the split between "Photos" and "RAW Photos" moved everything to "RAW Photos".

When I open the app the "Photos" category is showed by default and it is empty. So it tells me "No Photos were found in your library" and I have to click on "RAW Photos" to see my library.

I find this behavior a bit counter-intuitive. I believe that when the "Photos" category is empty, it would be better to open the "RAW Photos" category at startup and hide "Photos" from the left side.
