Description
I've been taking all my photos in RAW+Jpeg for years. Shotwell used to mix them pretty well in a single category showed at startup. But in the recent updates of pantheon-photos the split between "Photos" and "RAW Photos" moved everything to "RAW Photos".
When I open the app the "Photos" category is showed by default and it is empty. So it tells me "No Photos were found in your library" and I have to click on "RAW Photos" to see my library.
I find this behavior a bit counter-intuitive. I believe that when the "Photos" category is empty, it would be better to open the "RAW Photos" category at startup and hide "Photos" from the left side.

Research direction
The issue names no source file, test, or entry point. Start by locating the startup category selection and the logic that handles a library containing only RAW photos; done means opening the RAW Photos category by default and hiding the empty Photos category.
