Description
### What Happened?
When using the keyboard volume up or volume down keys, the system volume changes correctly and the volume feedback sound is played, but no on-screen volume indicator OSD or Panel-popup appears.
This works fine in Wayland (Secure) session. The sound indicator works normally when clicking the sound icon in the top panel, but changing the volume via the keyboard provides no visual feedback at all.
### Steps to Reproduce
1. Press the volume up or volume down keys on the keyboard
2. Observe that the volume changes and the feedback sound plays
3. Notice that no volume OSD or panel popup appears
### Expected Behavior
When changing the system volume using the keyboard volume keys, a volume on-screen display should appear showing the current volume level, providing visual feedback consistent with the sound indicator in the top panel.
