Badge doesn't disappear when brush icon of last remaining notification entry is clicked

### What Happened?

The current daily os9 build notification indicator does not remove the badge if you click either the global clear/brush icon or the brush icons for all notification entries - it does remove the badge if you click the "clear all notifications" text button.
