Description
### Problem
There could be a notification if the network connection is lost.
### Proposal
Basically the same thing that was disabled here: https://github.com/elementary/default-settings/pull/290
However, ideally, the notification should not be sent when the user disconnects manually, only when the connection is not lost due to user interaction.
