correct encryption passphrase not being accepted on fresh install

I remember trying elementaryos like a year or more ago and running into this bug, I tried it again(in a virt machine) and the bug is still there

I know its not specific to elementaryos but I have no problem with encryption on debian so I don't know what the issue is(some speculation leans toward keyboard layout bugs)
