Can't add Live Mail account without `POP3` turned on

### What Happened?

You can't complete the adding an online account of live mail, if you did not turn on the pop3 option on the web client via a browser.

### Steps to Reproduce

1. Register a live mail account（keep `POP3` option off）
2. add this account to `Mail`

### Expected Behavior

1. the adding operation can complete no matter whether the `POP3` option on the server side is turned on or off
2. or a more clear message in the `broken` step
