Description

### What Happened?

When clicking through the installer and attempting to select "English (Australian)" as the keyboard layout, you can test the layout in the text field but clicking "Select" to move forward through the installer does nothing.

First I tried rebooting and got the same result.

Then I clicked randomly to a different layout (happened to be Dutch), then back to "English (Australian)" and the Select button then worked. HOWEVER, I discovered after I was all setup that it had actually selected the Dutch keyboard layout, and I had to add the correct layout in the system settings, as well as change my password.

Searching the www I can see versions of this dating back up to 10 years, but hard to say whether any are directly relational.

If anyone looks at issue #551 it might be worth looking at this also, however it also seems slightly different as it allows progression but then stalls during install.

### Steps to Reproduce

1. Perform new install of OS
2. Select English (Australian) for language and keyboard layout
3. Click Select to proceed in install
4. Cannot proceed
5. Select another language in the list, then select English (Australian) again
6. Proceed through install and see which layout is installed.

### Expected Behavior

Able to select English (Australian) without any additional steps.
