Skip language and keyboard if preseeded by installer

Part of the [design of the installer](https://github.com/elementary/installer/wiki/Success) is to preseed the language and keyboard layout if the system is rebooted at the end of the install (signifying the installing user is still present). In that case, initial-setup should skip the language and keyboard views and pre-set the values from the seed.
