vacuum script broken in inkscape 1.0

## Prerequisites
- [x] I have searched open and closed issues for duplicates.

## Describe the bug
Like #892 Inkscape has changed they Cli Interface, so now the vaccum script doesn't work with that version.
### To Reproduce
1. Install Inkscape 1.0.
2. Try to run the pre-commit script.
3. Inkscape fails bacause `-z` is a inexistent option.

### Expected behavior

Vacuum script to work normally.

- [x] I'm using the latest version from git that I've manually compiled
- [ ] I'm using the latest released stable version
