process-working-symbolic no longer matches motif with watch cursors

### What Happened?

With the update to the `watch` cursors in #1251 , there is no longer a common motif between them and `process-working-symbolic.`

### Steps to Reproduce


### Expected Behavior

Both icons communicate a process working in the foreground or the background, and so should use similar ideas to convey that.

Redefine the motif for `process-working-symbolic` to be closer to the motif of `watch`, perhaps moving from spokes to a color-blocked spinning circle or attaching tracks to either end of the spokes.
