Keep-below windows reappear when switching workspaces

Description
When switching between workspaces keep-below windows / applets seem to reappear (fade in).
This means that when you switch to a clean workspace to check this window you have to wait for this fade in.
Shouldn't these windows stay put when switching workspaces? Or slide in like the Plank / wallpaper?
