Description

### What Happened?

Note: Although basically the dock seems to behave erroneously I have the (gut) feeling that this is caused by the window manager. Please move the issue to the dock if otherwise.

I am on a laptop with a second monitor which is configured to be the primary display. I extensively use workspaces.

Now, when there are maximized and non-maximized windows on multiple workspaces **and** any window placed on the second display then when switching to a workspace where a maximized window is focused often the dock shows up even though it is configured to "hide when the focused window overlaps the dock".

This is 100% reproducible on my system when there is any window placed on the second display. As soon as there is no window on the second display everything (window focus/dock hidden status) works as expected.

### Steps to Reproduce

1. Have a second monitor.
2. Configure the dock to "hide when the focused window overlaps the dock".
3. Open an app with maximized window on primary display of first workspace, e.g. Code.
4. Open an app with non-maximized window on same display/workspace, e.g. Terminal.
5. Do the same on second workspace.
6. On each workspace Alt+Tab between the windows -> dock hides/shows as expected.
7. Alt+Tab (i.e. focus) to the maximized window on one and to the non-maximized window on the other workspace -> on one workspace the dock is shown on the other hidden.
8. Switch between workspaces -> dock hides/shows as expected (i.e. last focused window on workspace is remembered correctly).
9. Open a non-maximized window on the second display, e.g. Files.
10. Alt+Tab between different windows on the workspaces and switch workspaces -> very often the dock shows up although one switched to a workspace with a maximized window in focus (which can be seen by typing on the keyboard and checking which window receives the keys).

### Expected Behavior

Dock should not show up when switching to a workspace where the focused window is maximized - independent from if there is a window on the second display or not.
