Picture-in-Picture not working as expected

### What Happened?

When i use youtube on chrome an set the Picture-in-Picture mode, the window rezises but when i switch to another tab or window, the video doesn't stay in main window, i need to enter in multitask mode to see it again, and when the window lose the focus also occurs the same problem

### Steps to Reproduce

1. open youtube and another tab on chrome browser
2. play a video
3. set picture-in-picture mode in cast mode on google

4. switch to the another tab or task
### Expected Behavior

When i switched from different activities when a video is on picture-in-picture mode, the video stays always on top, hiding only if a close the picture-in-picture window
