Cannot resize some windows

### What Happened?

There are some windows that I cannot resize. They are non-modal, movable, and resizable windows (at least resizable on other OSes), but cannot be resized on Elementary OS.

### Steps to Reproduce

1. Open Firefox
2. Menu | History | Manage history
3. Try to resize the History window

### Actual results
* The window is too narrow. I cannot see the contents.
* The window borders do not show the resize mouse cursor
* The Resize button only moves the window, does not resize
* No way to resize the window

### Expected Behavior
* All window **borders** can be dragged to resize the window.
* I see the resize mouse cursor while I mouse over (hover) the window borders and while I resize.
* The top right button:
* If it is supposed to mean move, it has an icon that means move, not an icon that means resize.
* If it is supposed to mean resize, dragging it should resize the window.

### Specific to Gala
* It works fine on Ubuntu 24.04 Mate. I can resize the same Firefox History window there.
