V8 some input issues, like moving windows while holding Super-key and mouse

### What Happened?

I use SuperKey + mouse to move the windows from any position inside it.
Sometimes it start working wrong, it doesnt't work for some reason, I suspect on center of the windows the chance to not triggering the movement is bigger than on the borders.

This issue happends only for some time then it go back to get all drag events.
I was able to get this issue 2 or 3 times. I don't know what triggers it.

There is also something maybe related, some clicks on a window that is below the active one does not make the window below pop above. I think it gets the focus, but the window stays below.

Just use the system for a while.
20-9 build.

Start by reproducing the intermittent Super-key plus mouse window drag failure in the reported 8.x Secure Session (Wayland), while also checking whether clicks on an inactive window focus it without raising it. Compare behavior during normal use and capture logs or a more reliable trigger; done means both dragging and raising windows work consistently.
