When adding a second monitor, that's configured as the Primary, all existing open windows remain on the now secondary monitor

### What Happened?

I found a few issues for this, but Im not sure if they're related, or if there's a config setting I should set to get this behavior, or what.

Note this might be tangentially related to Workspaces, but I dont use those, so all the windows are on a single Workspace.

### Steps to Reproduce

1. Have a laptop with some open windows
2. Plug in an external monitor that is already recognized by the display settings, and which will become the Primary display

Actual: The open windows stay on the laptop screen, even though that's now the non Primary display.

### Expected Behavior

Expected: All open windows are still on the Primary display, which means they move to the external monitor, which was just plugged in and is now the Primary display

Its an Acer laptop plugging in an HP monitor, but I doubt the specific hw really matters.

Reproduce the monitor setup described in the issue, using the display settings entry point and checking behavior with Workspaces disabled. Compare the actual and expected window placement after the external monitor becomes primary; no source file, test, or log is identified in the report.
