Provide Payment API to apps

At some point we should provide a payment API, likely via AppCenter (since it's where users are used to paying for apps, and eventually we'll securely store payment info) so devs can integrate payments into their own apps while we handle passing the data off to Stripe, analytics to AppCenter dashboard, etc.
