Items not added to "Recent" when opened in app with Files

### What Happened?

Opening an image file in Photo Viewer using Files does not add that file to the "Recent" folder. Doing the same thing with Nautilus does add it. History was "ON".

### Steps to Reproduce

1. Navigate to e.g. "Screenshots" folder
2. Double-click on an image
3. Navigate to "Recent"
4. There is no new entry

### Expected Behavior

Opening files in another app should add them to the "Recent" folder.

Latest release (I have run all updates)
