New Folder creation shortcut keys CTRL+SHFT+N does not work in the folder selection window

Description
Pantheon File explorer opened from a program to choose a folder fail to create a folder upon issuing shortcut keys (CTRL+SHIFT+N). We instead have to navigate mouse cursor to the top-right-corner icon of folder selection dialog to create a new folder. This hinders the keyboard navigation and user experience.
