Description

### Problem

Currently the dock extends off screen on small screens when the dock is overflowed with apps or when the screen rotates on touch screen devices.

**Look at how the wingpanel does adapt on screen rotation but the dock doesn't.**

### Proposal

My ideas would be making the dock support vertical scrolling to navigate between multiple pages of apps like Windows 10 or stack the apps inside a menu like in windows 11. (Why these you might ask? If the dock gets shrinked to fit the screen then it would be harder to interact or see the icons.)
