Dock not accessible with the keyboard

### What Happened?

The dock is not accessible with Orca and the keyboard.
### Output
Orca just says 'frame', and pressing the arrow keys, the tab key, and enter keys just announces the key name, in the cases where the key echo is turned on for that key.
It is not possible to confirm what bar of the system you are in.

### Steps to Reproduce

### steps to reproduce
- Log in to a user session.
- Start the screen reader with Meta+Alt+s
- press Control+Alt+tab to try to move between the top bar and the dock

### Expected behavior
- Orca should read the elements of the dock, such as app name, and if it is open or not. Perhaps with the number of windows.
- It should be possible to navigate the dock with the keyboard.
