Custom applications menu keyboard shotcut sometimes stops working

### What Happened?

Sometimes my configured cmd + space keyboard shortcut to open the application menu no longer works. I think it only happens after logging into a new session. When I reconfigure the same shortcut it works again. It seems like a problem since I've installed elementary OS 8. It seems to happen in classic and secure session. I don't think there was a problem when the keyboard shortcut was just the default cmd.

### Steps to Reproduce

1. Go to keyboard settings > Shortcuts > System
2. Change the Applications menu keyboard shortcut to cmd + space.
3. Logout
4. Login

But it doesn't always work.

### Expected Behavior

The custom keyboard shortcut keeps working.
