Restart Timer When Updating

### Problem

Right now, when we decide to update the system via appcenter, it will show notification to restart. And when we click it, it gives us the usual power off button (that we access via the wingpanel). I have several time accidentally pressed power off instead of restart, minor, but can be fixed.

### Proposal

In my opinion, the restart button for appcenter should be a separate one that has timer capability. Maybe put it like around 30-60 seconds.
