Description

### What Happened?

On a fully updated system, the background appcenter process was killed and appcenter started in a terminal using the commandline `io.elementary.appcenter -f io.elementary.files`

After scanning appcenter showed that there was one update available but all packages appeared in the "Up To Date" category.

### Steps to Reproduce

1. Kill the appcenter process
2. Open a terminal
3. Type `io.elementary.appcenter -f
4. Observe no updateable package category under "Installed"

### Expected Behavior

Not entirely sure whether this "fake package" option was intended for testing the whole of the process but it would be desirable to at least reproduce the whole or the UI for when there is an updateable package and preferably reinstall that package so that that part of the process can be tested.
