As a user, I want to troubleshoot my notifications.
In order to run notification troubleshoot diagnostic, it should be possible for a Matrix client to ask the homeserver to ask Sygnal to send a test Push.
The client will receive this test Push and will consider that the chain is not broken somewhere.
