This issue has been migrated from [#4269](https://github.com/matrix-org/synapse/issues/4269).

1. Set up a room with a PL 100 and PL 0 user
2. Set the invite requirement to be positive and non-zero
3. With the PL 0 user, send a 3pid invite
4. Target of the invite receives an invite, but the PL 0 user sees "You cannot invite people".
The link in the email will fail, which is good.
