Description
T&S have confirmed that https://github.com/matrix-org/synapse/pull/16636 can be reverted (MSC4069).
We should double check on our side what that actually entails and that there isn't anything blocking us from doing so.
The `msc4069_profile_inhibit_propagation` is disabled by default and off on matrix.org.
