Cant leave room MatrixError: [403] No create event in auth events

### Description

When trying to leave the room #_oftc_#alpine-linux:matrix.org I get the error `MatrixError: [403] No create event in auth events`
This seems to be related to https://github.com/matrix-org/synapse/issues/7642 that issue is closed and the closing comment mentioned to create a new issue when it appears again.
