Read reciepts and typing indicators from ignored users are not hidden

### Description

When ignoring a user, you can still see read receipts in clients that don't do manual filtering (i.e. everything but element).

### Steps to reproduce

- Ignore user (test account if needed)
- Have said user send a read receipt or typing indicator
- Observe the typing indicator/read receipt
