Description

This issue has been migrated from [#15208](https://github.com/matrix-org/synapse/issues/15208).

---

**Description:**

I would like to run a server, and be able to advertise our matrix using join links.
However, one concern I have with this is that these links might leak, and trolls might use them to join as well.
Therefore, as an admin I would like to be able to screen users joining using a link, such that we could either approve or deny such join requests.

Research direction

No files, tests, or entry points are named. Start by locating Synapse's join-link flow and determine how an administrator would review, approve, or deny a request; done should include a defined screening workflow and tests for both approval and denial.
