Description

### Steps to reproduce

1. Press the (+) button on the composer
2. 95% of the time, you're going to want to send a photo/image
3. However, this is the furthest option from where you just tapped - you have to go tap at the top of the ilst
4. Instead, the easiest option to access is... send location. Which you almost never want to do.
5. Surely the list should put the most common items closest to where the user just tapped.

### Outcome

#### What did you expect?

I don't expect to have to hop around the UI for common actions. I'd expect the ordering of the list to be something like:

* Location
* Attachment
* Camera
* Photo & Video library

i.e. the opposite of what it is today:

The expectation would be that when I hit the (+) button, i can very easily and rapidly do the more common operations, rather than have to reach to the furthest bit of the list for the most common operations.

#### What happened instead?

Literally every time I want to send a photo into a chat, i find myself tripping up and thinking "gah, why is it trying to encourage me to send a location?! surely that should be hidden out of the way somewhere, and the easy thing to tap on should be send a photo"
