Notifications not working

### Steps to reproduce

My mobile is not too old (around 5 years) and quite fast, but still Element notifications are mostly not working.

Even though I'm quite regularly using Element, most of the time I'm not notified about new messages that have arrived. Only when I proactively open the app, a little later notifications are (sometimes) delivered (when they, logically, don't make sense anymore, as the app is already open then).

Notifications of the US apps on my phone (WhatsApp, FB messenger, and Signal) work without problems and immediately, even though I sometimes haven't used them for months (like Signal).

Is Android blocking Element messenger and favoring US messengers? Or is this a programming error?

Anyway, an instant messenger without notification is quite useless or at least unprofessional - a pity, as Element would be the only serious European alternative!
