Only blurhash shows when viewing image after receiving it in notifications

### Steps to reproduce

1. Receive a message with an image so it shows in the notification
2. Click on the notification to go to the image

### Outcome

#### What did you expect?
The image to show so I could see it in full res

#### What happened instead?
Only the blurhash was displayed. And it seemed like it was only then downloading the image as it took more than several seconds to display.

I'm not clear how it can show the image thumbnail in the notification without having already downloaded the image, so I was surprised that the full image wasn't immediately ready for viewing once I clicked the notification
