Unable to send video to public room

### Steps to reproduce

1. Join #off-topic:gnome.org
2. Try to upload a video, no caption, "standard" compression (short video I took that's 17MB, taken with Android 16 default camera)

### Outcome

#### What did you expect?
Video is sent

#### What happened instead?
Video is queued indefinitely (shows in the timeline with the empty circle around it, sticks to the bottom of the timeline as other messages roll in)
