EXA receive notifications only after setting Enable Notifications for this account in ED

### Steps to reproduce

1. Where are you starting? What can you see?
Installed element-x in my son's android (Samsung Galaxy 10)

Sending a message from my phone.

### Outcome

#### What did you expect?
Notifications to appear.

#### What happened instead?

No message notification comes through

Then I installed element-desktop in his laptop and selected enable notifications on this account.

Then when i send messages from my phone the notifications in his android started to appear.

I think the enable notifications for this account is not setup from element-x when only element-x is installed (i.e. no desktop or web notification setup)

Debug log not sent, as I don't think it is relevant here.
