Recovery key/verification never works

### Steps to reproduce

1. Login to a new session.
2. Am told I need to verify my session, so I enter my recovery key.
3. Nothing happens, so I reset my identity and generate a new recovery key.
4. I input the new recovery key. Nothing happens. No confirmation or rejection of the key. Just a return to the previous screen, with an unverified session.

### Outcome

#### What did you expect?
To have my session verified.

#### What happened instead?
My session remains unverified. The same result occurs whether I start this process on Android or Linux. I think because neither device is verified, I can never be verified?
