Placeholder image shows instead of video during a call

### Steps to reproduce
Don't know the exact step and the conditions don't seem to be straightforward.

### Outcome

When I am on a call and the other party activates their video only the gray placeholder image shows and the video never actually comes through. This doesn't happen with all contact but some of them. I don't know what the condition is as it has happened with both android and ios devices, if I am the caller or the callee. Also, I have only tested calls using 1:1 and never in a group setting so I don't if that would occur there. I know this is not much to go on but please let me know how I can be of more help!

#### What did you expect?
When I or any other party enable video during a video I expect the video to come through (subject to network conditions of course)

#### What happened instead?
No video ever comes through just the gray placeholder image.

Multiple versions. Current v25.06.3

### Homeserver
Dont know. I am using the official matrix server but here I assume it's also multiple version as I have been seeing this behaviour for more than a year
