Not refreshing settings from `.well-known/matrix/client`

### Steps to reproduce

1. Change the livekit server URL in your `.well-known/matrix/client`
2. Observe that Element X doesn't register the change

### Outcome

#### What did you expect?
I expected Element X to use the livekit server URL I defined

#### What happened instead?
Element X doesn't refresh the file, so it still shows `MISSING_MATRIX_RTC_FOCUS`

#### Workaround
Clear the cache via the deveoper options.
