EX doesnt render box for m.room.encrypted event

### Steps to reproduce

1. If using EX you ask user for verification and cancel before they react client renders only body message

"@user:homeserv.er is requesting to verify your key, but your client does not support in-chat key verification. You will need to use legacy key verification to verify keys.

That message is sent in chat and EX should either suggest to send message if verification failed AND NOT send it automatically

Wording should be different cause this way user might be upset for " client not supporting verification" and maybe user just didnt react on time and event was canceled like in my example

Maybe find some other way to let user know

3. Box like on EA, ED, EW


#### What happened instead?
Message was send automatically upon closing message that came to our side about failing to verify user
