Allow circles in PlayStore remaining non 🔞

Actually Element X has not this feature due to rating issue.

The rating issue can be avoided by allowing these features with a settings flag that ask for age of the user, this would maintain low age rating while giving access to this feature to Element X users.

Many apps does this to a out being rated 18+

I know that actually on F-Droid the app hasn't this limitation.
