Custom notification settings to receive only noisy notifications on mobile device

### Your use case

#### What would you like to do?
I want to receive only noisy notifications on the mobile device from rooms, marked as noisy (one-to-one chats and some group chats), and not receive any notifications from other rooms.

But I want to keep receiving all notifications from other non-muted rooms on the desktop and web app.

#### Why would you like to do it?
I don't want to see constant notifications (even without sound) on my mobile device about new messages in hundreds of group chats.

On the mobile device, I want to see only notifications from one-to-one chats and a limited list of important group chats, that I marked manually as "Noisy".

Also, this feature will decrease the number of PUSH notifications sent from thousands to just dozens per day, which will make my mobile device battery and traffic very happy!

#### How would you like to achieve it?
Allow per-device configuration of notification rules, and allow to configure ignoring non-noisy notifications on the concrete device (mobile phone).
