Successful verfication after migration to new phone, but keeps asking to verify on startup and mgs never decrypted

### Steps to reproduce

1. Latest versions of Element installed from F-Droid on a Pixel 5 with LineageOS and a Pixel 7 Pro with GrapheneOS.
2. First phone is already logged in.
3. After I log in with my new phone, it shows everything encrypted and asks to verify with another device.
4. I can QR codes and the verification says it's done.
5. After waiting several minutes, the messages on my new phone remain encrypted.
6. If I restart Element on the new phone, it asks to verify again. Repeating does not help.
